Clarification

The Forecaster reported in June 2013 that Charles Staples Jr. of Topsham was summonsed on a charge of failure to comply with the sex offender registry. Topsham police sent the case to the U.S. Attorney’s Office for prosecution, which said case was declined because Staples did not have to register.
