PORTLAND — A 23-year-old man will be returned to Portland to face charges in the Nov. 21, 2014, shooting death of Richard Lobor in an apartment at 214 Brighton Ave.

Police Lt. James Sweatt announced Jan. 2 that arrangements were being made to return Abdirahman Haji-Hassan from Minneapolis, where he was arrested Dec. 19 by federal marshals.

Sweatt said Haji-Hassan waived extradition after being charged as a fugitive from justice. On Tuesday he said police were still working on bringing Haji-Hassan back to Portland.

Lobor, 23, was found dead when police responded to reports of a shooting at 9:05 p.m. on Nov. 21 at Apartment 4 in the Princeton Village complex.
