SOUTH PORTLAND — Police said an investigation of Red Stone Spa at 585 Broadway has concluded with owner Lucy Louie facing three civil summonses.
Lt. Frank Clark said Louie and spa manager Lan Song Liu were ordered to cease and desist in advertising, offering and providing massages because the spa is unlicensed.
Clark said there is no evidence to support prostitution charges at Red Stone, which opened last December.
“Those concerns were not validated,” he said about the investigation, which began last month.
Louie faces an Oct. 16 court date in Portland District Court.
She received the summonses on Aug. 23 for allegedly operating without a city license for massages, operating as an unlicensed adult use establishment and for operating an adult use establishment within 1,000 feet of a public park and a public school. The ordinance violations carry potential fines between $500 and $2,500.
Red Stone is near the corner of Broadway and Ocean Street, Mill Creek Park and Mahoney Middle School. In Aug. 21 letters to Louie and Liu, Police Officer Jeffrey Caldwell said he and several other officers observed massage and adult use ordinance violations during an Aug. 12 visit.
Included in the violations were massages given to clients who exposed their genitals, offering bathing services and rub downs on shower tables, a lack of a city license for massage therapy, and no written list of on- and off-duty employees.
Louie and Liu were also provided massage therapy and adult use license applications to be filed at the city clerk’s office.
Louie’s letters were addressed to locations in Morristown, N.J., and Greenwich and Norwich, Conn, as well as 585 Broadway. Lui’s letters were sent to an address in Fresh Meadows, N.Y., and to 585 Broadway.
Clark said Louie has cooperated, and came to the police station on Anthoine Street last Friday to receive the summonses.
