PORTLAND — A citizen initiative designed to limit development at the Portland Co. complex on Fore Street, and inventory and protect scenic views throughout the city, was certified Tuesday by City Clerk Katherine Jones.

Save the Soul of Portland spokesman Dennis Bailey said Jones verified 1,500 signatures of registered city voters needed to forward the proposed ordinance amendments to the City Council.

Councilors can enact the amendments, place a referendum on the Nov. 3 ballot, or create a competing referendum question.

If passed, the citizen initiative would require Portland Co. owners CPB2 to use floodplain measurements for development, limiting building heights to grade level along the 58 Fore St. property.

The citizen initiative would also require developers seeking zoning changes to provide more detailed development plans with their requests.
