SCARBOROUGH — Nomination papers filed Wednesday at the town clerk’s office show five incumbents will seek new, three-year terms on the Town Council, School Board and as trustees at the Scarborough Sanitary District.

Absent from the group of incumbents is School Board Chairman Bob Mitchell, who will not seek a second, three-year term.

“I have been on board for nine of last 12 years, I’ve got so many things going on. I still plan to stay involved,”Mitchell said Thursday.

Mitchell served on the School Board from 2000 through 2006, returned in 2009, and has been either chairman of the board or the finance committee in almost every year he was in office. He said he will continue to serve on the Wentworth Intermediate School Building Committee.

Contested races will occur for two council seats with three-year terms, a council seat with a one-year term (the result of the resignation of Councilor Karen D’Andrea last month), and three School Board seats.

While Councilor Carol Rancourt cannot seek a fourth term because of local term limits, Councilor Jessica Holbrook will seek a second term.

Also seeking seats are Paul Adriulli, Edward Blaise and Christopher Coon. In a four-person race for three council seats last year, Andriulli lost by 79 votes.

William J. Donovan and Katherine St. Clair will oppose each other to replace D’Andrea.

The field of four candidates seeking three School Board seats includes incumbents Jane Wiseman and Jacquelyn Perry.

Also on the ballot are Donna Beely and Christopher Caiazzo.

Perry is seeking a second consecutive full term, and has served intervals on the School Board since 1977. Wiseman is seeking her third term.

Sanitary District Trustees Nicola Rico and Benedetto Viola are unopposed for their third terms. Perry, a former physical education teacher, has served on the board at various times since 1977.

There is one local spending question on the ballot, a 20-year bond with a principal not exceeding $900,000 to buy a new ladder truck for the Fire Department. Borrowing was approved in the fiscal year 2013 capital improvements budget, but must be approved by voters because it exceeds $400,000.

Polls will be open from 6 a.m. to 8 p.m. Nov. 6. Absentee ballots can be obtained at Town Hall and must be returned by Nov. 1.
