11/19 at 1:48 a.m. Mark V. Kemper, 47, of Laughton Circle, was arrested on Black Point Road by Officer Garrett Strout on a charge of operating under the influence.

11/19 at 6:18 p.m. Joseph L. Bennett, 39, of Route 1, was arrested on Gorham Road by Officer Garrett Strout on a charge of operating with a suspended or revoked license.

11/20 at 9:23 p.m. Juan A. Cruz Mendez, 31, of Adams Street, Biddeford, was arrested on Route 1 by Officer Melissa DiClemente on a charge of operating with a suspended or revoked license.

11/21 at 3:40 p.m. Paul S. Cram, 43, of School Street, Portland, was arrested on Beech Ridge Road by Officer Andrew Flynn on charges of aggravated assault, domestic-violence assault, criminal threatening with a dangerous weapon and obstructing the report of a crime.

11/27 at 8:59 a.m. Lucien R. Bisson, 47, of State Street, Biddeford, was issued a summons on Route 1 by Officer Thomas Chard on a charge of possession of marijuana.

11/23 at 9:47 a.m. A homeowner on Burnham Road reportedly saw a vehicle smash into his mailbox and a nearby telephone pole, and then drive away. The homeowner reportedly hopped into his own car to follow the suspect. While tailing the alleged hit-and-runner, he called Scarborough police to report the accident, and that he was taking the lead. Eventually, the suspect pulled into a driveway in Saco, and the wronged resident let the police, who weren’t far behind, take over. Peter M. Fogg, 32, of McKenney Road, Saco, was arrested for operating with a suspended or revoked license, leaving the scene of a motor vehicle accident and criminal mischief. Police said Fogg told them he left the accident because he didn’t have a valid license. Damage to the mailbox was estimated at $200.
