Scarborough council picks Babine as chairman

SCARBOROUGH — First-time Town Councilor Katy Foley and second-term Councilor William Donovan were sworn in at Wednesday’s Town Council meeting.

Also on Dec. 7, councilors unanimously elected Councilor Shawn Babine chairman. Babine will also remain chairman of the town Finance Committee.

Councilor Kate St. Clair was unanimously elected vice chairwoman.  

Foley and Donovan, the former council chairman, were elected in a four-way contest in November. 

During her campaign, Foley said some of her primary goals as a councilor will be continuing to strengthen schools through sufficient funding; increasing the affordable housing stock and attracting a more diverse population to Scarborough, and increasing transparency between the council and residents.

Donovan, too, prioritized school funding in his campaign, saying taxpayers are entitled to consistency and predictability when it comes to increases in the tax rate for school funding. 

“I believe that a quality school system is about as high a priority as any community can have,” Donovan said in September, adding that “funding a school system within reasonable bounds is the best way to promote property values.”

At last week’s Board of Education meeting, Kelly Murphy was elected chairwoman, and Jodi Shea, who ran uncontested in the election along with Cari Lyford, was elected vice chairwoman.
