TOPSHAM — Owners of average homes in the four School Administrative District 75 towns could see annual tax increases between $88 and $164 under the proposed school budget for fiscal year 2020.

District Business Manager Mark Conrad said the $41.2 million spending plan, up $3.4 million (8.9 percent) from the current year, does not include staff raises, which are still being negotiated.

Projected state aid is $15.3 million, up 11.1 percent from this year. With $112,000 in other revenues and $400,000 in fund balance carryover also subtracted, $25.5 million remains to be assessed to SAD 75’s member towns.

Topsham would be taxed $10.8 million, a 5 percent increase; Harpswell, $8.4 million, up nearly 9 percent; Bowdoin, $3.1 million, up 5.8 percent, and Bowdoinham, $3.2 million, up 6.6 percent.

Due to Harpswell’s high property values, the state does not subsidize new debt service or operating costs for that town, Conrad said.

An average $434,000 home in Harpswell could see a $164 tax increase, while a $209,000 Topsham home could see a $105 hike. Increases to a $180,000 Bowdoinham home and a $117,600 Bowdoin home could be $133 and $88, respectively.
