PORTLAND — Police on Friday alerted the public about a man released on bail after being charged with the threatening display of a weapon.

Assistant Chief Vern Malloch said Carlos Reed, 27, of 49 Falmouth St., No. 1B, was arrested Oct. 4 in Lebanon after Portland police found him the week before carrying a laser-sighted assault rifle on Forest Avenue near Woodfords Corner. Reed was wearing a bullet-proof vest and carrying 120 rounds of ammunition and a handgun strapped to his ankle.

Police intially released Reed, but seized the guns. Following an investigation and review by the Cumberland County district attorney’s office, a warrant was issued for Reed’s arrest.

At the time of his arrest, Maine State Police also charged Reed with illegal possession of hypodermic apparatus and possession of Schedule Z drugs. Police also found a .22 caliber pistol in Reed’s vehicle.

Police said Reed is an Iraq war veteran who stated that he was conducting a military training mission when he was stopped in Portland. Reed has repeatedly stated he was exercising his constitutional rights to carry weapons and intends to arm himself again and force confrontations with police, Malloch said.

Reed’s bail conditions include a curfew from 11 p.m. to 6 a.m. and forbid him from carrying firearms or ammunition. Police said anyone encountering Reed armed should call 911 and not approach him.
