PORTLAND — Penny St. Louis is stepping down as director of the city’s Planning and Urban Development Department to pursue other professional opportunities, the city announced in a press release. 

City Manager Mark Rees is expected to conduct a national search for her replacement. St. Louis’s last day is expected to be Oct. 28. Rees said in a statement he expects to appoint an interim director in the next few weeks.

St. Louis has worked for the city for 14 years, first as an associate corporation counsel and later as the planning director. She has been involved in overhauling the city’s site-plan standards, new waterfront zoning rules and new Federal Emergency Management Agencies flood maps, among other initiatives. 

Over the last three years, St. Louis has also overseen overhauls of the Community Development Block Grant application process.
