PORTLAND — Opponents of rezoning the 10-acre Portland Co. Complex at 58 Fore St. have launched a referendum effort to block the proposed project.

Save the Soul of Portland spokesman Dennis Bailey said Tuesday the group filed papers at City Hall and has seven working days to draft an ordinance petition.

The ordinance would require more detailed plans from people seeking zoning changes and add language to protect “scenic” views, according to Bailey.

The petition needs 1,500 signatures from registered voters and will be subject to a City Council hearing before a referendum is placed on the Nov. 3 ballot.
