PORTLAND — District 1 City Councilor Belinda Ray is the second declared candidate for mayor.
Ray, who just started her second, three-year term on the council, announced her candidacy Jan. 31 and gained an endorsement from Councilor Jill Duson. District 2 Councilor Spencer Thibodeau announced his candidacy early last month.
While having raised $42,300 for his campaign as of Dec. 31, 2018, Mayor Ethan Strimling has yet to declare his candidacy. District 4 Councilor Justin Costa last month said he is considering a run and expected to make an announcement in the near future.
