FREEPORT — Nomination papers for seats on the Town Council, Water District Board of Trustees and Sewer District Board of Trustees were due Wednesday, Sept. 9, but by Tuesday afternoon, not all papers had been returned.

There are three council seats up for election in November. Incumbent District 4 Councilor Jim Cassida was the only person to pick up and return papers for his seat, and incumbent Councilor Charlotte Bishop was the only candidate to return papers for her at-large seat.

District 1 Councilor Genie Beaulieu announced her plan to resign on Aug. 11 with one year of her three-year term remaining. She said she and her husband decided it was time to travel and visit family and friends. She served 11 years on the council and will resign effective Nov. 10.

According to Town Clerk Beverly Curry, only Sara Gideon of Bow Street took out papers to serve the one year remaining in Beaulieu’s three-year term. She had not returned them as of Tuesday.

In addition to the council race, there are three seats on the Sewer District Board of Trustees and one seat on the Water District Board of Trustees to fill in November. All of those are for three-year terms.

The three seats available on the Sewer District Board of Trustees are held by Leon Arsenault, Don Bail and Brenden Alterio. Four people took out papers for those seats, but only two turned them back in, and none were incumbents.

Sewer District Chairman Arsenault said he would not run for re-election and that his “two or three terms were enough.”

“I have enjoyed my time on the board very much,” he said on Tuesday. “But I am nearing 90 and think it is time to give some others a chance.”

According to Arsenault, board member Alterio moved out of Freeport and cannot seek re-election.

“There are a few of us on the board who are getting older, it is time for new members,” he said.

Residents who have shown interest in the Sewer District board are Fire Chief Darrell Fournier of Fournier Drive, and Timothy Whitacre of Sandy Beach Drive. According to Curry, they returned their papers while two others who took out papers have not.

Leland Arris III of Glenview Road, son of current board member Leland Arris Jr., and Arthur Colvin of Grant Road, took out papers, but had not returned them by Tuesday.

Fournier said he was interested in running for a seat on the Sewer District board because he is concerned about water quality within the bay. He also said he would like to offer his experience as a fire chief and could help with grant writing. Because the Sewer District board is a quasi-municipal board, Fournier said he can participate in that and remain the fire chief.

“I hope there is a contest for these seats,” Fournier said. “I hope more people return papers.”

For the Water District position, incumbent Maryann Schwanda picked up, but had not returned, her nomination papers as of Tuesday.

Election Day is Tuesday, Nov. 3.
