Topsham to hold workshop on revitalization plan

TOPSHAM — The town's Lower Village Development Committee will host a public workshop next week on a potential neighborhood revitalization plan for the area of Green and Elm streets.

The workshop will be held at the Topsham Municipal Building from 6-8 p.m. Thursday, Aug. 8.

Recent studies have examined the potential for redevelopment of Topsham's lower village, including waterfront access, traffic and the feasibility of a riverside trail. Along with continuing work on potential downtown and affordable housing tax increment financing districts, they have shown a gap in community planning, according to a town press release.

Despite being a significant and historic component of Topsham's downtown, according to the statement, the area of Elm and Green streets is not included in the town's Main Street plan, nor does it have a specific plan for redevelopment.

As a result, Town Manager Cornell Knight, town staff and the Lower Village  Development Committee are looking into crafting a preliminary plan for that neighborhood. Creation of the plan would also be a step toward development of Topsham's next Comprehensive Plan, which is due to start in the coming years, according to the release.
