PORTLAND — Single-family homes at 6 and 10 Hammond St. in East Bayside could be torn down and replaced by 16 units of new housing.

The Preserve at South Ridge LLC, led by Yarmouth resident Kevin O’Rourke, filed a Level III site plan with the city on Nov. 26, 2018, for a three-story building that will occupy 4-12 Hammond St.

The lots, including two that are undeveloped, are near the corner of Fox Street, and a block away from Washington Avenue. The homes date to 1850 and 1880, according to city tax records. They are in the R-6 zone, but not a part of the overlay zone created in June 2018 that requires a waiting period for tearing down some older homes.

The 16 units planned in the 32,000-square-foot building include six one-bedroom, seven two-bedroom and three three-bedroom units, according to the city.

Project engineer Will Savage of Acorn Engineering said O’Rourke plans to build include at least one affordable housing unit, as required by the city’s inclusionary zoning law. The law requires one unit in 10 to be set aside unless the developer opts to for a payment in lieu, which is now set at $104,700.

With 16 units, developers would be required to set aside two units, but the payment in lieu may be an option since it would be for 0.6 of a whole unit, Savage said in a cover letter with the application.

The development will be subject to the city’s new impact fees for parks, transportation, and stormwater uses implemented on Dec. 18, 2018.

According to the application, the building height will be just under 40 feet, where 45 feet is allowed, with units averaging 965 square feet, compared with the required 725.

Plans are for 120 feet of street frontage, and O’Rourke will seek waivers to reduce the width of the driveway from 20 feet to 18 feet and reduce the required distance between driveways on the street to below 100 feet.

Savage said the project will have 16 parking spaces below the first floor, with an entrance on the side of the building, out of view from the front.

The Planning Board has not scheduled a workshop for the site plan review.
