Neighbors invited to comment on hotel planned for former Jordan's property in Portland

PORTLAND — The latest proposal to build a hotel, condominiums and a restaurant at the former Jordan’s Meats property on India Street will be the subject of a neighborhood meeting Thursday.

Old Port Hospitality went before the city Planning Board March 9 for preliminary review of its proposed 97,000-square-foot development, which includes a six-story building and a 90-space parking lot.

A 122-room Hampton Inn would share the building with a 180-seat restaurant and up to 12 top-floor condominiums. The parking lot will need conditional use approval because it is not allowed in the downtown business zone.

One of the lead developers, Mark Woglom, is president of New Hampshire-based Opechee Construction Corp. He wants to begin construction of the project this spring, and hopes to go before the Planning Board in April for a public hearing and approvals.

Before that, however, the project is required to be vetted at a neighborhood meeting designed to bring together the closest neighbors of the project, along with any other interested parties.

The neighborhood meeting for the proposed development is scheduled for Thursday, March 18, at 6 p.m. at the Public Market House, 28 Monument Square.

Brent Berc of Old Port Hospitality said a general summary of the project will be presented at the meeting, and then the floor will be opened for public comment. He said the developer sent out 152 notices of the meeting to abutters.

The Jordan’s property is bordered by Franklin Arterial and Middle, Fore and India streets. It has been vacant for five years. Rhode Island-based Procaccianti Group owned the property during that time and at one time had plans for a Westin Hotel with luxury condominiums and retail uses.

Those plans never came to fruition, and the property was put on the market in 2007 for $4.75 million. Woglom’s company purchased the property Feb. 1, for an undisclosed amount, and submitted its development proposal to the city on Feb. 16.

The project was received positively by the Planning Board on March 9. Architectural drawings  show the restaurant space – which is expected to be occupied by Sebago Brewing Co. – at the corner of Franklin Arterial and Fore Street. The building would border Franklin and Fore, with parking planned within the property’s Fore, Middle and India street borders.

Woglom said at the March 9 meeting that a second development phase could include an office building on the Fore, Middle and India street end of the property.
