I have heard that some Yarmouth Town Councilors are opposed to developing a job description for the town manager and providing him with an annual performance review. It is inexplicable to me that anyone would oppose such a suggestion. Indeed, almost every individual who is gainfully employed has a job description and periodic review.

The town manager is the most senior town executive and oversees a budget of tens of millions of dollars. A job description that clearly identifies duties and responsibilities is imperative. It is also the most fundamental aspect of any position of employment.

Likewise, an annual review allows both the employer and employee to analyze whether goals that had been identified during the preceding year were or were not met. It also serves to establish new goals and priorities. Finally, it identifies any deficiencies or instances where goals were exceeded, and addresses them accordingly.

The Town Council has an obligation to both its citizens and its town manager to develop a job description and to provide its manager with an annual performance review. Councilors should unanimously vote to do so.
