The Waterfront Protection Ordinance seeks to prevent Canadian tar sands oil from transiting South Portland. It claims that the only means of achieving control of tar sands oil is through land use ordinance change. This poorly written citizens initiative blankets specific land areas and the petroleum industry for control beyond the scope of the city’s capabilities.
The businesses targeted and land areas impacted are among the most regulated at the federal, state and local levels. The permitting process for new construction is rigorous. Additional control on all activities to address one product movement is excessive and unfair. Tar sands oil may be bad; preemptive, over-reaching regulation is worse.
I urge South Portland residents who support private business to vote against the WPO. It does too much to too many to stop a single product.
