Citizens initiatives are complicated, but it is my hope that the Rental Dwelling Ordinance in Yarmouth will, with implementation, not create problems, but instead facilitate fairness and familiarity. For example, it seems reasonable to provide 75 days’ notice for rent increases so people can decide what to do and make a shift if there is a need to. I am optimistic that all landlords in Yarmouth will find this possible. In addition, establishing a Housing Advisory Committee in Yarmouth might bring tenants and landlords together to provide advice and direction to the Town Council and community members about issues such as affordable housing, oversight of building safety, and to look ahead to assure a fair and stable housing market. It seems such a committee might help us get a feel for the issues that confront renters and develop creative solutions.
