Does the typical Falmouth property owner retrofit their old home for ancillary use when moving into a new home? No, they sell it and use the proceeds as a down payment. How about leaving well enough alone and using proceeds from the sale of old schools/town property to retire the debt for the new school? How much would that reduce property taxes?
Shame on whoever approved the town facilities survey for not presenting that as an option. It is time to understand the difference between want and need and act accordingly.
