This report was edited to reflect that Joshua A. Tardy, 42, of Newport, was not charged with a crime after being arrested Oct. 2 for allegedly driving erradically on Interstate 295. Tardy failed field sobriety tests, according to police, but a breath test administered at the police station produced a blood-alcohol level within the legal limit.
