6/17 at 4:38 a.m. Harlan A. Swegart, 23, of Atlantic Street, Portland, was arrested on Interstate 295 by Maine State Police Sgt. Robert Burke on charges of possession of scheduled drugs and unlawfully furnishing scheduled drugs.
