8/18 at 12:15 a.m. Magnifique I. Butoto, 28, of Seavey Street, Westbrook, was arrested on the turnpike spur by Officer Dennis Ryder on charges of operating under the influence and speeding 20 to 24 miles per hour over the speed limit.
