PORTLAND — The City Council on Monday approved an emergency zoning amendment to allow a winter’s farmers market on Saturdays.

Councilors also scheduled a public hearing on the city’s Capital Improvement Plan.

The zoning amendment will take effect immediately to allow a winter’s farmer’s market from 8 a.m. to 2 p.m. Saturdays at the Irish Heritage Center at the corner of Gray and State streets.

The council also set a Dec. 20 public hearing at 7 p.m. in Council Chambers at City Hall on a nearly $10 million CIP budget, a bond-funded program that pays for infrastructure projects.
