CAPE ELIZABETH — The Town Council on Sept. 8 granted exceptions to a new town ordinance that allow the Spurwink Rod and Gun Club to obtain building permits before receiving its license to operate.

The decision allows the club to make safety improvements in a more timely matter, since waiting for a license would delay construction until next spring.

The first exception originally stated that the code enforcement officer could approve a building permit if a safety evaluation had been completed by the firing range committee and if an expert had approved the design of the firing range. Councilors decided that it will be solely up to the code enforcement officer to approve permits.

The second exception approved is that the firing range committee has the authority to grant extensions to the gun club to complete its registration. The committee decided to give the gun club until Oct. 15.
