BRUNSWICK — The Town Council’s Capital Improvement Program Committee on Wednesday provided a preview of town projects.

The CIP is a financial document that helps the town plan facilities and infrastructure improvements over a five-year period. It also provides information for how much each project will cost and how it will be paid.

The CIP presented on Wednesday was for fiscal years ending 2015-2019, which will give the town guidance for future municipal and school budgets.

For instance, the committee is recommending the town use $132,500 between 2014 and 2016 from its general fund balance to pay for upgrades at the Curtis Memorial Library.

There is also a recommendation to renovate and expand the Central Fire Station for $6 million with general obligation bonds in the 2019 fiscal year, which would increase taxes by about 1.7 percent in its first year of debt service.

The CIP also includes projects that haven’t been recommended, but could be considered in the future, like the $100,000 proposed construction of a new skate park adjacent to the new Recreation Center at Brunswick Landing.

Karen Topp, one of the two residents who attended the meeting, said she was interested in seeing if a bike path could be added as an egress proposed for construction behind Brunswick High School.

“My reason for wanting to be here is I was really interested in getting kids to be able to bike into the high school,” she said. “It’s safer and more direct.”

The CIP committee, which includes Councilors Sarah Brayman, John Perreault and Benet Pols, is expected to present a draft CIP to the full council in January.

Brayman said the council, which can make recommended changes to the CIP, is expected to approve the document within the next few months.
