Five years after the project was proposed, a construction crew broke ground Friday on Bay House, the mixed-use complex planned for Portland’s India Street neighborhood. When complete in December 2013, Bay House will include two market-rate residential buildings, one with 42 condominum units and another with 52 apartments. The complex will stand on the site of the former Village Cafe, bordered by Federal, Hancock and Middle streets.
