PORTLAND — Mako Bates, who calls himself the “primary author” of a proposed ordinance to establish a citywide “livable” wage of $15 per hour, took out nomination papers June 30 to be a candidate for City Council in District 2.

Bates joins attorney Spencer Thibodeau in the race for the West End seat held for nine years by Councilor David Marshall. Marshall has not announced if he will seek re-election.

Councilor Jon Hinck endorsed Thibodeau last month.
