SCARBOROUGH — The five-member Board of Assessment Review will resume a hearing on appeals of Pine Point and Higgins Beach property valuations at 6 p.m. Sept. 23 at Town Hall.

Appeals on 44 assessments from fiscal year 2013 were postponed from an Aug. 19 hearing because of technical problems. When the hearing resumes, former Assessor Paul Lesperance will continue to explain methods and data used to increase property valuations by 20 percent.

All but one of the homeowners are represented by attorney John Shumadine of Portland-based Murray Plumb & Murray and independent real estate appraiser George Koutalakis, who will present their case after Lesperance.

Appeals on properties in Prout’s Neck will be heard in October and November.
